bad economy more crime

Is it ethical to arrest someone who wrote a bad check for groceries in this economy?
I was standing in line at a grocery store when I overheard a disturbing conversation. A mother of four, in the process of receiving food stamps, who had been unemployed for six months wrote a bad check for around $280. The woman had no money…bought only food for her kids (enough food to last them a month….no cleaning supplies, liquor, etc) and was later arrested for writing a bad check. I understand that the act of check fraud is illegal but…in this economy…..seriously!? Aren’t there more important crimes to be focusing on?
Unfortunately rules apply for everyone. If she had a bank account then she should of called the bank and let them know what was going on so the bank would reason with her. If not then she should of known better in the first place to write a check with no money or a bank account. There are plenty of places like savation army or even a church that would buy her groceries.
