bankruptcy jamaica

$9,300.00 AT&T Cellphone bill after the kid lost her cellphone in Jamaica 2 weeks ago, what should they do?
My friend took her family to Jamaica for vacation and told her kids to leave the cellphones at home. The little girl secretly took hers to text her classmate. The phone was lost, but the kid was scared to tell his dad. After 2 weeks dad gets the cell phone bill for $9300.00. ATT does not want work with the customer and treathened him to report to collection agency. They even suggested to file for bankruptcy.
If you know how to fight (or even he has ground to fight) with ATT please let me know. The matter is very urgent.
Thank you
They should get in contact with their Attorney General. This type of “theft” hurts thousands of people a year, and i do believe that if they have proof showing that they are not responsible for the calls. Then they have some legal ground
