Cram Down Mortgage question. Can a judge impose a cram down mortgage if the debtor is not in bankruptcy?

With the mortgage crisis in full swing, mortgage defaults are increasing dramatically and many of us are watching how the government and the courts are going to respond to this crisis. I am not sure, but I vaguely remember that during last major housing crisis judges actually imposed cram down mortgages in cases where the debtor was in default and not in bankruptcy. A lawyer friend of mine thinks I am wrong and would like to know if I may be right in this situation.
