Why city of Vallejo filed for bankruptcy? Will other cities, then states, then federal government follow?

I imagine that it is a strong possibility when some of the people elected by the people and some of the people hired by the elected are corrupt. A little town that I own property in is struggling to meet the needs of the residents there. They have not done any city repairs (sidewalks, tree trimming, etc.) in the last few years, because they said they can not afford too, but they give themselves raises and create job positions for employees that already work for the village. This adds up to overtime pay for the employee that holds two or three titles. They also have a history of hiring people that are from the same couple of families. Sloppy budgeting and corruption will lead to the taxpayers paying for the stupidity of the ones that were elected to look out for the citizens.
