Is Obama using public advertising funds for self promotion?

I was listening to the alex jones show, and he made the claim that much like George Bush’s ‘our leader’ billboards, that the famous obama change/hope posters and new websites were paid for with public advertiser’s (the same government stem that does the anti- drug, etc vids and PSAs) Is there any truth to this? Anyone have anything to auctually prove this claim?
P.S. what do people think of these posters? Isn’t it strange that no other ‘free’ nation has anything like them? bush, obama or otherwise?

a ) Jones was critical of Bush, he’s critical of Obama.
b) Because I ask a simple question of your beloved leader does not mean I have a ‘complaint’ I am just trying to verify something and see how people feel about the branding of Obama in American politics.
I also think everyone is taking your partisanship into account
