Feb. 11 (Bloomberg) — The capital of Pennsylvania ’s plan to meet $68 million in debt payments by doubling property tax rates and selling assets is “weak” and raises the prospect of a default, Moody’s Investors Service said after downgrading the city of Harrisburg to five levels below investment grade.
