Does the Republican party rely on lies, rumors and deception as a campaign tool?
Snopes is a site that debunks (or corroborates) rumors. Look at the comparison between the number made up about Obama vs McCain:

Why all the lies and deception? Why do they have to make up all this stuff? Is it a base inability to tell the truth or are they hiding from the issues that matter?
It isn’t the party itself that is spreading those rumors.
Some of Hillary’s supporters spread some of those rumors in the primaries & they live on.
Also, Obama’s name itself is enough to cause some to spread rumors.
